ABOUT PROJECT BACAR?

General project objective is strengthening of institutional infrastructure and services to the SME sector with an aim to strengthen competitiveness through building of the cluster approach in the following sectors: CREATIVE INDUSTRY, TOURISM and RURAL DEVELOPMENT.

The specific objectives are: Raising the businesses’ knowledge and motivation on clusterization and establishment of three national clusters (creative industry, tourism and local food) and their cross border networking the clusters will use the best EU practices. Prior to the establishment, the mapping and detailed development plan for each cluster and cross-border networking creation will be made.

THE IMPLEMENTATION

The implementation of project activities will contribute to following results:

  • Improved cooperation between SMEs, support institutions and service providers within the targeted sectors through the implementation of the value chain and clusterization principles;

  • Establishment of a joint basis for cooperation and transfer of knowledge among SMEs of the targeted sectors in the cross-border region;

  • Improved technical capacities and knowledge of the SME from the targeted business sectors, including strengthened capacities of advisory, educational and research institutions;

  • Creation of an e commerce platform/portal-web site as a key precondition for an efficient promotion of the Clusters and their members, and products and services offered to the local and international markets;

  • Joint promotion of regional products and their integration on the cross-border tourism sector activities.

PROJECT OBJECTIVES

Strengthening of business capacities in cooperation with support institutions and enhancement of innovations and transfer of new technologies The project will initiate cooperation of the SME sector with the SRO and support institutuions on the national and regional level in order to raise SMEs innovation and competitiveness.

Penetration of new markets and internationalization of clusters through joint promotion The Clusters electronic portal will be created. Joint participation at fairs and conferences will also lead to clusters internationalization. The clusters and its cross-border network will become active members of EEN. Clusterization of the SMEs and networking on regional level will develop its competitive advantages based on its local potentials and make an easier connection with the international market.

Main target groups are SMEs and entrepreneurs, clusters, support institutions, local, regional and national administration, educational institutions.

RURAL DEVELOPMENT

PARTNERS

Municipality of Kotor (MNE) is the project’s lead partner and is responsible for overall project implementation. Apart from management, Municipality of Kotor will have a leading role in coordinating clustering activities in the Creative Industry future cluster, as one of three planned clusters, and setting up the cluster support center in Kotor.

Chamber of Economy of Montenegro (MNE) will participate in development and promotion of the concept of clusters, development of cluster methodology, cluster formation, organization and provision of trainings, researches and studies, etc.

Public Institution RERA SD for Coordination and Development of Split Dalmatia County (CRO) will be responsible for coordinating clustering activities in the Local food cluster, as the second of three planned clusters. The partner will also work on adapting a new cluster support center in Split-Dalmatia County.

Ministry of Economy Herzegovina-Neretva Canton (BA) will be responsible for coordinating clustering activities in the Tourism cluster, as the third of three planned clusters. The partner will adapt a new cluster support center in Mostar.

CCIRS-Chamber of Commerce and Industry of Trebinje Region (BA) will promote the concept and importance of clusters, work on the forming of the sector-oriented project groups and map the potential for cluster development in the selected sectors.
